[Draft for a declaration of citizens and citizen’s movements from numerous European countries which should be signed by them and translated into their language as well as into the languages of those peopIes already under pressure or attack and as addressed in this declaration]

Citizens of the World Against War but for Peace and Justice

We, the citizens of different European countries,
We, the citizens of neutral countries such as Switzerland, Austria, Ireland, Sweden and Finland,
We, the citizens and citizen’s movements for neutrality in our countries of Germany, Poland, Slovakia, Hungary, and further countries in future,
We, the citizens of this world, born free and equal in dignity and rights, endowed with reason and conscience and endeavoring to act towards one another in a spirit of brotherhood (Art. 1 Universal Declaration of Human Rights of 10 December 1948),
explicitly address the citizens of Afghanistan, Iran, Iraq, Palestine, Israel, all citizens of this World and every common citizen (without releasing our governments, the UN or political parties from their responsibility),
and also condemn and particularly considering the fact that

  • no peace agreement should be regarded as such if decided with the proviso that it might lead to a future war,
  • no state should be allowed to intervene in another
  • states constitution and government,
  • all peoples have the right of self-determination. By virtue of that right they freely determine their political status and freely pursue their economic, social and cultural development (International Covenant on Economic, Social and Cultural Rights, General Assembly res. 2200A (XXI), 21 U.N.GAOR Supp. (No. 16) at 49, U.N. Document A/6316 (1966), 993 U.N.T.S, 3, entered into force Jan. 3, 1976.),
  • violations of the rules of humanitarian human rights and international law and of the inhibition of torture destroy mutual confidence and belief in future peace.

We condemn

  • the break with and violation of international law in the war led by the US and Great Britain against Afghanistan, the Afghan civilian population, and condemn tuture predatory attacks and plundering raids which are undertaken against the will of our citizens,
  • the belligerent governments renunciation of the rule of law principle and of equal rights for each citizen and each people,
  • the abrogation of neutrality–overnight and without our consent–through the deployment of peace forces under the command of the belligerent USA,
  • the silence on the part of organizations such as the UN and OSCE which were established to protect peace and humanity,
  • the sale–whether big or small–and global buyout of the national economies of sovereign states–which time and again has constituted the ultimate reason for wars such as the war against Afghanistan.

We, the citizens of this earth, would like to assure all our fellow citizens that

  • the belligerent nations do not act in our name. We stand by you as human beings,
  • we unshakably hold to the principle that all people are born free and equal in dignity and rights,
  • we will not join in the propaganda of hatred and segregation,
  • we stand for the principle of neutrality of our countries, according to which we will defend our country against attacks but never attack others,
  • we advocate establishing a block of neutral countries in Europe,
  • we clearly reject major alliances such as NATO that lead to belligerent actions,
  • we publicly contradict our governments and parliaments, i.e. for their participation in wars, for violating international law and disregarding their populations will.

Our demand is therefore to:

  • Stop all use of force on the part of one state against another,
  • Recall the UN to its true task as a meeting of sovereign states,
  • Support the Red Cross and its humanitarian services
  • Form a world-wide alliance of citizens against war and for equality before the law,
  • Stop the plundering and buyout of national economies and re-establish democratic civil societies, administrations and economies.

The following people and organisations have spread the declaration, translated it into their national language, put it on their homepage, published it in newspapers, led discussions in their circles, which means they totally backed the declaration. For the respective specific conditions of the individual countries and organisations, small adaptations to the text were performed by themselves:

Dr. Zoltan Adorjan, Bratislava, Slovakia, in the League of Slavish and friendly countries.
Dr. Jiri Sobotka, Dr. Stanislav Patejdl, Dr. Dalibor Plichta, all Prague, Czech Republic, in the Czech Freedom Society.
Marek Glogoczowski, Zakopane, Poland, in Polish newspapers.
Andro Roos, Pärnu, Estonia, in the Estonian Co-operation Party and in the total Estonian population.
Normunds Grostins, Riga, Latvia, from the group ”No to Nato”.
