Putin formulates an action plan for Syria

Russia’s President Vladimir Putin has formulated an action plan for Syria.
“We assume the following order: cessation of violence, negotiations, determination of a constitutional base for the future society and, only then, structural changes,” Putin said on Monday at
the Black Sea spa Sochi after negotiations with Italy’s head of government Mario Monti. “Only in this order, not vice versa. A reversed order would mean chaos.”
“If [President Baschar al-]Assad was disempowered with unconstitutional methods, the civil war would be endless,” the Russian head of state emphasized.    •
